So clearly something else was being charged. I told TLC customer service this, pointed out the numbers, and they replied that customs fees are my responsibility. Fine, I agree with that in principle, but not when the fee is 150% of the item value.
After more back and forth and assurances that “this will be handled,” I refused the delivery and told UPS to return the parcel. Then it got even messier: TLC said they would not issue a refund until they physically received the returned item. That’s logical to a point, but the package had never been in my hands, so the delay felt like they were washing their hands of responsibility. About six weeks after ordering, with no refund forthcoming, I filed a dispute with my bank. That’s what finally got my money back.
